We recognize the Charter of Mexico City (joint statement of movements in defense of water) and Nairobi and the participatory approach and unified work that has characterized the Social Forums since their birth. In particular we want
:
1. The recognition and implementation of the human right to drinking water as a right necessary for life. Access to water as a universal human right should be included in all constitutions of member countries and in the basic principles and instruments of the European Union. 2. The exclusion of water from all trade agreements, including treaties of the WTO.
3. The withdrawal of support from the European Commission, European Council and individual European governments at the World Water Forum which is an inappropriate decision-making structure on water. As stated in the resolution of the European Parliament in March 2006, the World Water Council - a private entity without democratic legitimacy - may not have such a strong influence on global policies on water.
4. The recognition by the European Union and member states that water is an essential commodity for life and therefore can not be regarded as a commodity to be put on the market. The ownership, management and control of the integrated cycle water should be public and participated in social and community level. The principles of public participation - transparency and accountability - must be respected.
5. The guarantee from the European Union and the Member States of the good quality of recognizing that this can only be guaranteed by public scrutiny.
6. A political and financial support for the various forms of public-public partnership through the development of international cooperation and financial resources to ensure access to water, through the exchange of good practices between public enterprises and local authorities on models of participation and solidarity between citizens and community countries and regions, including those suffering the effects of drought.
7. Collective responsibility for the investments needed to ensure safe and sustainable supply of water for all in Europe and the world, accountability should be ensured through general taxation.
8. The prohibition of industrial contracts for the exploitation of the mineral water bottled in order to protect and conserve this resource for future generations.
9. Sustainable management practices that protect the ecology of the natural cycles of water and maintain water quality in our rivers and groundwater that must be considered as a potential drinking water.
